A Home Care Package (HCP) is a government-funded programme that provides coordinated, ongoing support to help older Australians live safely and independently at home. Based on a consumer-directed care model, HCPs give you more control over the types of care and services you receive, and who delivers them.
There are four levels of funding, with each level designed to match your care needs – from basic to high-level support. Services can range from personal care and domestic help to Allied Health, nursing, and transport.
With an HCP, you can access a wide range of services to support your daily living and health needs, including:
Eligibility for a Home Care Package depends on your care needs, which are assessed through a formal Aged Care Assessment (ACAT). You may be eligible if you are:

Your income or financial situation won’t affect your eligibility, but you may be asked to complete an income assessment through Services Australia to determine if you’ll need to contribute to the cost of your care.
If you only need a small amount of support, perhaps just one or two services, you may be better suited to the Commonwealth Home Support Programme (CHSP) instead of a full Home Care Package. Click here to learn more about CHSP.
We’ll guide you through the entire process and help you get started quickly.
*Changes in government contributions are updated every 1 July every year. Estimated amounts are up to date as of 1 March 2025.
Home Care Packages are subsidised by the Australian Government, but you may be asked to contribute to the cost of your care depending on your financial circumstances. There are three types of potential contributions:
This is a standard fee that providers can choose to charge, but many of the best Home Package Service Providers including Healthstin do not charge this fee.
The current maximum daily amount is around $13.14 (up to date as of March 2025), depending on your package level.
This fee is determined by Services Australia after an income assessment and only applies if your income exceeds a certain threshold. It’s not required for full pensioners.
The fee is capped annually and over a lifetime, so you won’t pay more than the set maximum.
Additional care and services can be purchased out-of-pocket if the government funding and individualised budget are not enough to cover all the care outlined in a person’s care plan. For people who started on the programme before 1 July 2014, please click this link to see the table for fees.
At Healthstin, we believe in transparent, fair pricing. Our team helps you understand exactly what you’ll pay and how to maximise your funding. We’ll support you with clear planning and no hidden costs so you can focus on your wellbeing.
